can't settle on the moon

trying to settle a 2nd wave of settlers on the moon, they just don't have the option to settle. was told to come here from discord.

You need to build improvement for every lunar settlement.
I think it was Lunar Base or something like that.

As for cislunar colonies you need to send space shuttle/heavy rocket to build/upgrade space station to third level (on cislunar terrain), and then you can turn heavy rocket to Settler on that improvement.

so you need one of the tier 2/3 moon base improvements from rovers or whatnot before you can place a settlement? got it
