Can't start Civ5 twice - "(app running) message"

I can start Civ5, play, and exit
Next time, it won't start with message "An error occurred while update Sid Meier's Civilization V (app running)
The link to Steam support site didn't help - checked file integrity, tried beta, untried beta
Task Manger show steam processes still running

but after ending the first, they all close and I can start Civ V again

It sort of acts like something prevents Steam from shutting down cleanly

I have the same problem with steam. It started to occur within the past few months. Sometime Civ 5 will close normally and when I retart Civ 5, it doesn't give me the error "app still running". But alot of times, I get the same message have to go to Task Manager and manually close Steam apps. I have no clue as to why it's doing that. But on top of that, on more than one occasion, when I close Civ 5 my PC restarts. THAT is really annoying.
