Steam updating app running/crash

Issue started Nov. 18th.
1. uninstalled Civ 6, did not fix the issue
2. Uninstalled Steam, didn’t fix the issue
3. Game file integrity, no issues found
4. Did the task manager this and stopped the process etc…. not working

When I launch the game from Steam or the desktop icon I get Steam – Error. An error occurred while updating Sid Civ 6 (app running)

I reboot several times, and 2x now I see the download bar finally progressing and the game launches.

Other steam games launch with no issues.

Then after a few minutes or less, back to the same issue. Game not loading.
Anyone see this issue?

I think I found a fix. In the game settings enable Beta-Legacy. It will revert the game to the last update. Then opt out of Beta and it forces an update and the game is for me, now running.
