I feel for you. It took me many, many tries to resolve. If you read through the previous posts they give lots of detail on what I tried. Here are the steps I went through:
*Remove all registry entries ( I got a list from support at Infogrames). There are several and some are subtle. I would post them if I had kept them.
*Update the install kernal
*Remove all .inf and .ini references to Civ
*Remove all Civ files and directories (Every time I tried to install, the process would copy the civ3 exe file onto my hard drive and add new registry keys.
