Can't Upgrade

I cant upgrade any units.
I have them on a city with Barracks that can build the upgraded units but they don't have the option to upgrade.

Does it show the upgrade option if you don't have enough gold?

I find it odd to note that the problem was solved in only two posts, and the only post longer than one line was the OP. Guess that shows how often this question's been answered.
