Capitulated Vassal not breaking free

In my current RFC game, I am playing the British, I got Conqueror's and capitulated the Inca. It isn't exactly a problem, but, something seems to gone awry for them. I roll my cursor over them and it reads like this in addition to the standard Diplomacy plusses and minusses.

"Land:99% of Master (free at 50%)
Population:54% of Master (free at 50%)
Land:200% of Original (free at 50%)

I realize that the last refers to when at 50% or below of HIS original he can break free. Or if the first two are at 50% or above he will break free. So why then isn't he? Is it a bug? Is it because he would offer to be my Vassal anyways and it now works with him renewing it every 10 turns? Or because we are already in a war together and it works oddly?
 
I've only had capitulated vassals breaking free from me once and that's when their power rating was higher than mine (thanks to an idiot perma ally A.I. who gave away all my techs). If your vassal is much weaker than you, it'd not be likely to break free.
