Nope. That's intentional. It lends itself to extremely strange diplomatic situations.

EDIT: However, I do agree it is kind of silly. I'll post the code you need to uncomment in the OP.

Seems that Roosevelt suffers of Korsakoff's syndrome: he seems to have forgotten that he is already my vassal but keeps asking to become my vassal

At first it was fun, but after a while it's annoying.
BTW it seems contagious as Joao has the same problem

I'll play with the SDK tonight, to see if I can fix that problem. I'm only curious, does making him your vassal 3 times cost 3 times the maintenance?

I don't know. I have to check that but I've deleted the savegame

Thanks for this mod. Now I can try playing on deity and once my neighbors start kicking my ass I can hide behind the strongest guy for a bit . Will make for some unique games

Ghandi would probably be neutral or declare war on both sides(He might even fall into civil war; one vs. him, the other state with him)

Where is the file we are supposed to edit? I can't find it. Is it python? Is it XML? Is it invisible? Is it in standard civ, warlords, or BtS?

In the SDK. You can find the BTS 3.19 SDK in the folder CvGameCore inside the Beyond the Sword folder. The files needed to be edited are in the Spoiler.

However, an easier alternative would be to download this mod and use it. This feature got added to Better AI a few weeks back.

If you've got a mac, then don't even bother reading threads marked "SDK"

Well, maybe if you posted the file with those modified lines, it would work. I had minor success. (Microsoft Word, MS-DOS format, I found stuff about defensive pacts, but I could not find the vassalage part.)

Even that would not help, you would have to hack the executable file to get it work.
