Capturing city with Machu Pichu

I captured a French-conquered Arabian city that's right to a mountain with Machu Pichu graphics on it. Though I was expecting to get Machu Pichu, somehow it doesn't show up on city's screen; and a turn later, the graphics on Machu Pichu on the mountain disappears. What gives? Is it because the city belonged to Arabia before France or something along the line? Sorry I didn't take a screen cap.
 
I've found some odd things with Mac P (or at least they seemed odd to me)

1. In two games in succession the graphic showed it on a mountain outside of the AI civ's borders (but adjacent) - is this allowed? I thought it had to be a mountain within your borders?
2. In last game I had the wheeze of killing two birds with one stone and using a GG to capture the tile it was in - didn't work (I got the tiles OK but the wonder was still with the AI). It didn't really matter because I DOW'd next go anyway (I was hoping it would goad him into war but I must have been too strong by then).

Edit: I think in the first game it was within a CS borders adjacent to the AI city (Darius' city btw, not that I suppose that makes a difference)
 
1. There has to be a mountain within your borders to be able to built it. It will be placed on a random nearby mountain though (no matter if it's in your border or not).
2. Doesn't matter who owns the tile, it's part of the city. I do wonder though what happens when you take all mountains away from the civ that currently is building it; could be the building becomes unavailable (just like when you annex a city that lacks a building required for a national wonder you're currently building).
