Cargo ships and deep ocean

I'm currently playing a game on a small continents map, and I have the statecraft policy that gives influence from trade routes with city states, but I was unable trade with numerous city states that are all on different continents. I assumed this was because early trade ships can't go through deep ocean. So I picked up astronomy thinking that may make it work but it didn't. Why can't my trade ships move across deep ocean, and how do I get them to? Thanks for any help you can provide. I'm probably just missing something but I can't figure it out.
 
I think it is a distance issue, not necessarily deep water.

Certain builldings and policys increase trade rout distance, harbours are the ones that spring to mind.
 
Oh right, I have harbors and they're definitely in range so it's not that. These city states are closer than some cities I actually can trade with.

I can check later but I don't think so. I just met them recently, haven't been in a war yet, and the world congress was just founded.

Edit: I should also mention it's happening with multiple city states, all without allies.

Edit Again: So now the turn AFTER discovering Astronomy its working. Not sure if this is intended or not.

Yep, once you have it trade routes become available next turn.
