Carrier Flight Deck II upgrade not working.

Got Flight Deck II on my carries, but they are still only able to take 4 planes.

Aren't they suppose to take four planes with Flight Deck II. I mean, 2+2.

I've read that their base cargo was adjusted down from 3 to 2.
So 2 (base) + 1 (deck1) + 1 (deck2) seems right.

Ah, I didn't know carriers couldn't carry 3 planes without upgrades anymore. Working as intended then.
