I'm playing as Carthage and I have five coastal cities including my Capital. No city connections have been made (0 income from connections and no symbol under any of the cities). I have the wheel as well as every other tech in the first two eras. I also have Compass where you would normally pick up harbors. Each city shows that it has a free harbor in it. This is an online multiplayer game with no mods installed.
Nevermind: Not bugged, I didn't have clear water passages to the capital. Sorry!
