I would not count on building Nalanda as Carthage... playing on Immortal + AI mod, I find it a difficult wonder to get, and it will be even harder with Carthage's hampered culture gen
all this discussion begs the question: what's the point of finishing science legacy path for Carthage? the GA bonus ends up being a single academy, which is not worth much compared to civs that can score 3-4.
the same issue extends to the culture GA and (to a maximal extent) the economic GA, which Carthage is best suited to claim but receives no benefit from.
anyway when I play Carthage my plan is probably to get level 2/3 for all 4 legacies. more where possible, but I like military 2 more than the military GA anyway
(FWIW playing Catherine is a much more reliable way than Nalanda to complete science legacy, plus she helps compensate Carthage's weak science/culture generation)
