octavian: i completely agree to you in all points. the bureaus were not meant to be seperate threads, but maybe designating some parts of the cartographic office work to dedicated members of the office. this would encourage them to concentrate on their speicalized work.
example:
this thread will be the collection point and the base of all cartographic discussion and request. it will as well be a kind of index of the spawned discussions about special topics (like border-redesign).
the 3 bureaus will act as follows:
office head / cartographic bureau:
get requests and initialize drawing or do drawing of the maps himself. some standard maps (like geographical) will be done without request. maps are posted in the coresponding main-forum thread (even the requested special maps should go there for easy searching).
the sense of this bureau is the actual map drawing.
provincial redesign bureau
this bureaus surveyor travels thru the provinces and listens on requests to redesign the borders. he will be responsible for having a thread spawned out of the office for each redesign proposal which comes up. he will also be responsible for putting up the poll and requesting the maps according to the proposal.
the sense of this bureau is to get a continuous discussion on provincial borders going. the small changes to make them look better or fit better to governmental management. all those small things which were discussed in multiple threads in g1 should be brought together here.
lanmark naming bureau
the responsible surveyer will also travel through our nations provinces and will ask the citizens what the names of their landmarks are. he will try to find out every landmarks name for which a name seems appropriate. if needed, he will also spawn discussions on this topic and initiate polls.
normally the governors will give him the names of the landmarks, as they are the ones to name them. if they dont, it will be up to the citizen to choose one.
the main scope of that bureau is to initiate discussion on the names, not to decide themselves. they could also propose names to the governors, for example, for them to decide upon.
Of course, the bureaus will help each other out, for example all could help drawing maps or initiate discussions in other threads. Maybe during the travel of a border-surveyer, some landmark name gets heard by him and so he will tell the landmark-bureau this name to initiate discussion in the appropriate province thread.
