There could be casinos in Civ4 which were made possible by the advance of Gambling. It could have 2 or 3 maintenance but increase the commerce of a city by about 50% and the commerce generated wouldn't corrupt.

Las Vegas, Atlantic City, Monaco, American Indian Reservations, many other locations with an structured organized gambling community.

This could easily be modded into the game now, and I think the DYP has casino's in it. I don't think the income generates would be corruption free since Organized Crime sometimes gets involved in gambling.
 
hey maybe in cities that are corrupt maybe you could lose money?!?!?!?! WOW j/k
 
Increase money for civ's coffers, but increase corruption in that city. sounds like a realisitic description of what casinos do to me
 
casinos should increase happiness within the city but increase corruption.
 
This is a hard one since gambling and bookies have been present all the way back to the Colliseum days and even before. Maybe 'Modern Casinos' could come out with Television(really should be an advanced) and they generate gold based on the population of the city(metros would earn huge amounts). They would also make one person happy.
 
They could generate money and make one content person happy and two content people unhappy (to represent how some people win big and more people lose it all)

I was thinking about the exact same thing. It would add lots of flavour to the game, and it could influence how other civs (based on their alingment) felt about you.
