Alright.

We have not done enough to expand culture. We simply don't have enough going on for our cities. I know its drastic, but I want to go whip happy.

Unneeded, perhaps. Damaging, possibly. Culturally benificient: yeah.

If we don't want to whip for culture (yes, in core too), what else can we do? We need to jump-start our culture NOW.

Certanly we should build temples and libraries in any city that is not producing military units. If they are building units, then the culture buildings can be added to the queue and then resume building units.

Our war phase should stop now. We need culture and that is the Most important thing to have right now.

Yeah the military show have to start a thread to raise money for a new spear division. More money for public schooling and religious activitys!!!!

We should start from the outside and work our way inward. Since reason being, the cities on the fringes of our empire are at risk of flipping (Case proven when a few cities became trators to us and fliped to the Dutch or the Indians).
