Ceremonial Rites

I'm playing England and have three cities. I'm trying to take Ceremonial Rites and it won't let me. Do I need four cities for this to work or is this a bug? I'm using 9.7 of your mod and infoaddict.

Try the latest version, 9.9. There were a few problems in 9.7 and 9.8, which is why I hurried out a new version on the same day.

If you still encounter the problem in 9.9, do any error messages appear in the tuner when you attempt to click the policy? You can test it on the first turn by opening the tuner and changing your culture to 100.
