Hopefully I'm not just repeating someone else's idea (point me toward it so I can have a read if so)
Basically ONLY settlers can leave the 20 workable squares around each of your cities. (unless stepping from your own border into the 20 squares of an adjacent enemy city to lay siege to it possibly to take it otherwise you'd quickly be unable to expand)
If you want to move somewhere you'll have to populate that area first.
It'd be better to play large land mass.
Would it be easier or harder than the One City Challenge? (trade routes would be only within your own cities I guess)
