Challenge idea: only settlers can leave city boundary -anyone tried it

Hopefully I'm not just repeating someone else's idea (point me toward it so I can have a read if so)

Basically ONLY settlers can leave the 20 workable squares around each of your cities. (unless stepping from your own border into the 20 squares of an adjacent enemy city to lay siege to it possibly to take it otherwise you'd quickly be unable to expand)

If you want to move somewhere you'll have to populate that area first.
It'd be better to play large land mass.
Would it be easier or harder than the One City Challenge? (trade routes would be only within your own cities I guess)

Has anyone done it? Is it possible?
 
if your playstyle on the game is not warfare based, i dont think that challenge will affect the normal "space race" approach much.
you can always create a city near the enemy town (inside their borders) use it as a fortification outpost (50% extre defence for units parked) while conquering or setting trade routes and then starve it down.

if your in a small island i can see that can make it a bit trickier challenge
