Change game speed mid-game?

You can save your game as scenario, but this is fairly buggy at the moment - for example NPCs are saved into scenario as if they were normal civs.

You can copy defines from other game speed to current GS setting you are playing, but there may be some issues.

But if you aren't too far into game you may just start new game.
