Considering just how many units you'll end up with, and how many you can produce per turn, it's a small price to pay to keep stacks of literally hundreds of criminals out of your borders.

Oh, sure, I could do it; I just was hoping for something more elegant. At the moment I have a lot of dogs and motorcycles (and miscellaneous leftover units) on Border Patrol - and TBH while the crims are annoying, they are also delicious little bundles of XP.
