No idea, but this gave me an idea I'd like to see: In addition to the vanilla Random, how about adding one for each civ trait? So "Random Aggressive" randomly picks one of the leaders with the Aggressive trait (Montezuma, Alexander, Huayna Capac, Tokugawa, and the two Khans), and the same for the other seven traits.
The nice part of this is, in my experience the Aggressives/Militaristics have never done well in Civ 3 or 4. The AI just isn't that good at organizing a war; it doesn't upgrade enough, it doesn't worry about logistics as much, and it's iffy on how it builds stacks at times. Plus, wars hurt your diplomacy, so once you start warring you won't stop, and so having a civ that's prone to early wars just cripples it in the long run. So, I'd like to play with random enemies that skew more towards the builder/research side, since they make better long-term enemies.
The only problem I can see is, what if there are no civs left with a given trait when the time comes to pick one? Do you just go with 1 less civ, do you allow doubling, or does it just act as a simple Random? (The doubling would be nice; imagine an 18-player duel map with all aggressive civs!)
