Changing pupet build preferences

Hello,
how do you modify the puppet build preferences? worker priorotisation? activating no-growth?
is there somewhere in the XML that you can start modifying the puppets behaviour?
 
The point of Puppet cities is that you can't control what they build. Annexing is the answer to what you're asking.
 
they changed the build order in the recent patch. it no longer builds barracks and other useless buildings. thus there must be a way to change the build preferences. yes you cant controll it's exact building though you coud change how likely it is to build something, e.g. make puppets favour culture, or happieness buildings. of course even with this you get more controll if you anex, though i think the puppet script could still be improved in some ways.
 
I was also considering working the puppets into a mod that i'm working on, making them build a completely different set of buildings than what you have access to. thus the only way to get the "puppets" and the "players" buildings in a city is to have the city as a puppet for a set time to get the puppet buildings that the player cant build, and then annex them when the player wants to add the player buildings to it. though after annexing the puppet then the city wil never be able to add more puppet-only buildings. that could make interesting game dynamics. though i guess i should discuss this bit more in the mod section.
