Changing Social Policies

For those of you that have already dug into the modding and .lua, does anyone know if we have necessary access to the mechanics needed to do this:

I am looking to develop a mod that allows people to change social policies. It is not my desire to have this be easy, quick, or without a price. I picture a button that allows people to cash in all, some, or none of their chosen policy choices and then get some of those invested cultural points back over a period of time (perhaps during a 3-10 turn period of anarchy - yes, 10 turns seems a bit harsh for anarchy, but it isn't like the current AI will take advantage of it).

This allows civilizations to adapt to the demands of the game and yet still have a price, since "nuthin' is free".

I am not looking for anyone to do this for me - but I confess I don't want to spend a lot of time trying to do something that isn't possible, ask after I've tried, and then be told "It ain't possible until the .dll is opened".
