Changing the map mid-game

Has anyone tried to make changes to the map while the game is playing? Is it possible, for instance, to, in essence, raise the water level by turning the tiles on the coast into water tiles?

I'm in the design stages of a mod, but I want to get a sense of what's possible and what isn't.

Yeah, its not hard. We use all sorts of terraforming in FfH.
