China's builder ability for different era?

Wanted to put it on France as part of an overall rebalance to each civ but I can't find anything.

I was talking about the ability to boost wonders

I know that, as you can see that modifier has no requirements set to it (while it only triggers for ancient and classical wonders) if you look through the modifiers and gameeffects files you can't find anything to do with the era. I was wondering if anyone knew where to change the requirements or if it was hard coded.
