Chinese builders can't rush Wonders (Not a Bug)

Unless I'm doing something wrong, my Chinese builders can't rush Wonders as promised.

Only rushing ancient and classical wonders is promised.

The time I tried it seemed to work, still seems a bit lackluster, but seemed to function.

By any chance are you trying to rush on the city center? like the rest of activated abilities they need to be activated at the very place it's used (in this case the builder needs to stand on the wonder in production, and probably the city needs to be currently assigned to work on the wonder).
