Chinese diplomacy lockups

I'm currently playing my 3rd game and this is the first time the chinese civilization has been in the game. For some reason everytime they start diplomacy with me it locks my computer up, I hear screaching and chirping sounds from my speakers and I have to reboot(no blue screens or anything). If I start the talks it works fine. This has happened 6 times so far. I have to reload the saved game and talk to them before they come to me in order to prevent the game from locking up, it gets annoying. Has anybody else experienced this or know a quick fix?

btw, i'm the americans

i had something like that too. but its mid game, AI's turn, and they tried to talk to me, it just freezing there for 15 mins.
so i loaded up my save, declared war on him,(mali), so they cant talk to me
