Cilture-specific "filler" buildings?

I know there will be civ-specific buildings but what about culture-specific "filler" buildings like in Civ3 in Warlords? That would be cool. I think they should have done that with Civ4 in the first place because not doing it, and having it in Civ3, was a step backwards in my opinion.

I believe these are being introduced in warlords. I think the 4 culture areas are:

Asia
Middle East
European
South American
