Citizen discussion: Allocation of workers

I haven't made any derogatory comments to any users donsig. Maybe at the ideas, but ideas don't have feelings ;)

Perhaps you don't realize that even grouchy old grandpas like me have feelings, too and when you call an idea ridiculous you imply that the originator of the idea is just as silly as the idea you are trashing.

On another level I don't see the value in even making derogatory comments about ideas. If you think an idea is bad then wouldn't it be better to tell us why and maybe even propose a better one?

This idea had been discussed in the on going judicial review thread and the biggest reason the idea isn't liked is that the DP's ability to react to new situations is limited. Perhaps when divvying up the workers we could set one stack (of say 6 domestic workers) aside for the sole use of the President? Please remember that this idea is meant to be implemented after all our cities are connected by rail so that worker movement across the country can be done in one turn.

I really don't see why everyone is getting so upset, here. Have you no sense of humor, people? If you read those quips, Veera with half of the light-heartedness that I wrote them with, you might find yourself smiling, as I do.

donsig, I'm not sure that I've read your opinion of the three tile Priority List for the Governors, that has the stipulation that the Prioritized worker actions need to be completed first before the DP does other work in the Province. If I have read it, I've forgotten it. Tell me again, please. :)

You haven't read it because I haven't read about the priority list. Would implementing that idea mean we couldn't divide our workforce among the provinces?

i didnt read the thread till now... so maybe this was proposed already:

the provinces should keep the workers which they build. the workers we have till now will be "national workers" or we will have to find out where they were built. captured workers will be national workers.

and one more addition:
provinces can sell or lent workers to other provinces, the domestic department or to national projects. the payment could be other units or maybe approval for rushing things...

and one more:
if workers are idle for more than 1 turnchat or a governor did not post any instructions for his workers which are not lent away, they automatically convert into national workers.
if workers which were lent away are not used by the receiver (meaning no instructions were posted), they are automatically lented to the domestic department until the owner posts instructions for them to fullfill.

example:

province A builds 10 workers... now they improove things in provA... suddenly province B notices that they have a urgent need for 5 workers. the 2 governors could come to the following agreement: province B receives 5 workers of province A, but province B has to give province A the 5 workers back+ 1 pikeman for each turnchat they were lented away.

Actually, no donsig. The Lists would concentrate on work to be done in the Provinces, not trying to confine worker to a Province. The latter would seem very difficult to do. The plan has been developing in numerous threads. I believe Donovan Zoi or octavian X first came up with the idea :) . I have been supporting the concept in the background trying to hammer out a compromise that will help all parties concerned. I've just posted a lengthy narrative on th latest shaping of the proposal in the VP reform thread, as the VP could monitor the situation and do the administrative end of seeing the work priorities actually get done. I can repost it here if you would like me to.

Why do you people struggle so hard to maintain the current unworkable system. The railroad has made regional boundries meaningless. Everywhere I see people creating even more cumbersome structure which will result in even more "breaches" by the DP's and more silly PI's. And to hammer home why your regional administrators cannot be depended upon to do a reasonable job one needs to look at the 1255 save and the status of Palanathus.

This city is stuck at size 12 with 3 entertainers in the wf and still producing 3 surplus food. Come on folks. It doesn't matter how much surplus food there is, it won't grow past size twelve until such time as you have the requisite tech for hospitals. Perhaps it was done to prevent unhappiness? Lets check.

Simply placing the three entertainers on available coastal tiles produces 6 additional beakers and there are still no unhappy folks in town. Nope, it cannot be to prevent unhappiness. And the food surplus grows to 9.

And if one of the entertainers works the irrigated wheat instead, it costs 2 beakers for 3 more food.

And this town has a Granary as it's current build?

This town cries out for worker production. Not 30 turns down the road after the granary and University are built, but now!

Switch to worker now. Eliminate the queue so it keeps making workers for a while. There will only be a waste of 5 shields on the first worker simply because you let this travesty continue one too many turns. And the pop will bounce back in one turn. Have the first worker mine a local tile. How about the horse, or the wheat? Heck why not both? This really is important, because you will be getting your GA very soon when you build UnivSuff. Remember GA gives one extra shield in every worked tile that produces a shield. So you want to be getting tiles over that one shield threshold pronto!

Let this town produce a few workers now. There are several coastal tiles that could be temporarily depopped without loosing shields. The first pop will regenerate immediately, additional workers (depop) will take 2 to make and 4 to grow. So if 6 workers are made here serially, then switched to something else, the minimum pop will be 9 and it will be back at size 12 before a granary is done, if that is what you want.

And I say unto you, whomever did this queue, should not be entrusted with worker tasking.

Bravo Roadcage! I really do think we need more vocal, fresh blood like you to bring a new perspective into the game. I'm nominating you for 2 posistions first thing the nominatios start! :D Workers is something I've been asking for for months, even as trade leader in term 2. I even remarked about US as possibly ushering in our Golden Age. Us vets can be like old mules sometimes - stubborn in our old demogame1 ways.

Someone! Make Roadcage a chatrep! :D

If nominated, I will not run. if elected I will not serve. I dabble in this forum strictly for the entertainment value. I am already committed to another forum.

And with regards to UnivSuff, It is Militaristic, and the Great Lib is Scientific. Fanatica (Germany) is Militaristic and Scientific. Every time a Great Wonder is built (rather than acquired by conquest or culture) the Civ3 engine checks to see if you have wonders that correspond to both of your characteristics. It doesn't matter how you got them when it does the check. It only matters how you got the last one to determine if there will be a check.

If you are successful in Leader rushing UnivSuff, your Golden Age will begin. You had best be prepared. Unfortunately it is too late to switch to a more suitable form of government for your GA. And I hope no one is suggesting you burn 4 turns of your GA to switch governments. The closest you could come is try to sandwitch a Government change between Industrialization and UnivSuff. The risk here is Several civs switched from Newtons Univ to UnivSuff when Abe built it. Chances are the Greeks were very close to completing Newtons and hence are most likely closing in on Univ Suff. I don't think you have the 4 turn margin necessary.

With regards to workers, the governors should not think of them as pop points lost, but rather as pop points deferred until the hospital is in place and can be utilized. Then they can welcome home their native sons once the twin bands of steel stretch all across the fruited plain.

Earlier in this thread, someone asked who I am. Well if you have visited Apolyton, you would undoubtedly recognize me as

Ssgt roadcage (retired)

The Greeks already built Newtons some time ago. We could have biult it, but citizen voice (unfortunately) went for Universal Suffrage. Our citizens don't even want to move to democracy. We just built it this turn chat, too... :(

Now we have a GA, only 1 factory, and that city is a palace prebuild (again - all shields reset) for ToE... and no other city has factories...

As mayor of Palanthus it is really nice to hear someone else speak up about the shape our fine city is in. Do you know the effort it took to get a market in that city, roadcage? I've already mentioned to the governor the silliness of building a granary there. Do you know what will happen to the workers Palanthus would build? Neither do I! You know what, I spent this evening playing Civ 2 rather than worrying about Palanthus. It was nice. :)
