City can't build buildings

In the attached save I've recently captured Pyongyang from the Koreans. Everyone on the map was at war with the Koreans, and they became a vassal of Ragnar. Can someone explain why no buildings can be built in Pyongyang? I can build units there, but there are no buildings in the city and none can be built.

I'm not sure if this is a bug, or it's a normal situation I haven't seen before.

I was able to reproduce this. This same bug was mentioned in another bug report found here.

For some reason, you cannot build any buildings in any cities that lie north of your capital. You could even try building more cities in the top 2 tiles of the map and they won't be able to build anything either.

The most useful information here would be the map details you were using I think.

Thanks for pointing me to the other thread. I looked for an existing thread before I posted and didn't find it.

As for the map details, it was my first try of the Boreal map. Ancient start, duel size (with 3 opponents) on Prince. I think the "settings" page in the save has all the info.
