In Civ three, cities would always look the same ie every building was in the same spot. Is this the case in Civ 4?

I can confidently say that this will not be the case Catsnack. In civ4, we have been informed that it will be a WYSIWYG interface, where you can see ALL the improvements and wonders of a city on the main screen, along with a host of other buildings. Apparently, the city 'redesigns' itself every time you build something new in it.
Hope this info helps :)!

yeah but can u designate the location of your libary by zoomin to the city and pickin the spot where it will be built................but that would also take up useless time

No you can't. In a recent Game Developer Magazine article they said that they are using L-Systems (google Lindenmayer System for way too much info) to automatically figure out reasonable city layouts.
