City Doesn't Grow - bug?

Has anyone else encountered an apparent bug where a city that is about to grow doesn't? And anyone know what to do about it?

It's happened to me a couple of times in different games. Symptons are:
- City has its foodbox full. There is a food surplus and the city screen says growth in 1 turn.
- Next turn there's no change. The city is the same size and still has a full foodbox with growth claimed to be in 1 turn.
- That never ends. The city remains permanently about to grow in 1 turn, but it never does. (And before anyone asks, no I'm not building a settler/worker - not that stupid ;) )

I was running v 1.09. In response to a specific instance of this bug I've just upgraded to 1.52, but this bug is still there. Also tried saving, quitting Civ then reloading, playing about with the citizen production to vary food output, even starving the city for a few turns then growing it again (it gets stuck at the same place every time)
 
Let me ask the obvious stupid question first -- are you building a worker or settler in that city? If you are, the city won't grow until you are done or switch production.

I've attached a screenshot of the city screen where the problem happened today - no it wasn't a settler/worker (it was Angkor Watt). (Warning: Screenshot is 430K)

Oh hang on - solved it. Looking closely at the screenshot I realised I had the Avoid Growth flag on. I just tried switching that off and the city grew straight away.

I'd always assumed Avoid Growth just meant that the computer tried as far as reasonable to select squares to work that meant no food surplus. Apparently it also throws away any growth that does happen. So it's not a technical issue at all (though I'd say it is a case of poor documentation in the game).

ISTM that means Avoid Growth is nasty - the kind of thing you definitely have to remember to switch off when you no longer need it.
