City fully loyal, plenty of food/housing/amenity, still stagnating population?

Greetings! Wondering why my city pop is stagnating? It has full loyalty, more than enough food and housing, and +1 amenity.

Does it change next turn? I've had the Growth panel seem frozen like above, but it works correctly the next turn. If I remember it is when I harvest a food resource. I may or may not immediately gain a pop (a small city usually will), but it shows this when it will gain the next turn.

Overflow sounds right, probably chopped a pop and capped out for a second one.

You guys are right, and I'm a dumdum because I've 100% seen that happen before. I think I just forgot that I chopped a pop haha.
