Is there any way to impose a city limit on all Civs. I know there is the one city limit option but that only effects your own Civ correct?

I think it would make for an interesting game if each Civ was allowed 5 cities on a larger than normal map (so placement of city is especially important and so that there would be 'dead' ground to maneuver armies in...alternatively maybe get all settlers at the beginning and therefore would have to guard them.
 
You could use the editor (Windows, of course!) to give all the civs five settlers at the start, and then make settler building unavailable to any civ.

I like the idea of small Civs (I have the most fun at the beginning of the game), I find that once they get to a certain size they are a little unmanageable...but if I keep my Civ small, the chance of me falling behind/getting over run is much greater :-(
 
If you want to modify the behaviour of Civ3 then you have to edit it.

You can try using the old vanilla editor on the old vanilla version (MacSoft v1.21), but that combination will not run on most modern Mac hardware, and even if you get it working, it tends to be buggy.

Check around this forum for a thread I wrote a while ago discussing ways to obtain and use the Windows editor, running on a virtual machine. You may even be able to install and run the editor in Crosstalk now - that option didn't exist when the original thread was written. It would mean you could avoid the need to buy Windows at all.

I have bought an inexpensive Windows box from my son's high school to do game editing for Civ3. Alan's proposal is probably the easiest way of getting what you want, short of limiting each Civilization to a single city and then taking additional cities by conquest. That works as well, especially on an island map with several islands with about 5 cities on each island. However, the only way to do that is use the editor to set the map up.

If all you want is something like Alan has proposed, I could probably work up a scenario for you.
