City Placement Error

It was my understanding that you could not found a city on deserts or peaks. Since peaks are impassible that makes sense. But in my latest game, Japan marched a settler thru our open borders and somehow built a city on a space of desert.

I have a screen shot but I dont know how to load it.

Founding on desert is fine, even gives you the standard 2/1/1 city resources.

not according to the manual. Deserts are not allowed.
