City Present (Visible Tile Improvements)

I'm working in the hex-edit of savegame. And now I see that "City present" flag in the "Visible Tile Improvements" section is set regardless of is this city visible for any tribe or not visible.

In other words, I'm creating a settler far from any civ's cities and units, building city and after that all 7 civs getting "City Present" flag for that tile. But in the game there isn't a city painted in that tile (excepting for civ has built it, of course).

I'm confused.

UPDATE: probably the 15th byte of city data ("A tribe's knowledge of the city's existence") works here.
 
It's been a long time, so I'm a little rusty, but I think you've answered your own question. In WotR I used the 15th city byte to set cities as unexplored. I don't remember what effect, if any, the second bit of the visible tile improvements bytes has on the game. It may simply be a legacy that was overridden during development, because it's not required to make a city visible.
