The manual says under City Screen/Religion List "This tells you what religions are present in the city, and what percentage of the population worships each".

Where? I've tried hovering, right and left clicking, nothing.

It would be useful to know this - deciding which temple to build, for example. You don't want to build one of an old religion if the new religion is going to become the majority soon.

Is this a bug, or am I missing something?

The worldwide religious percentage is listed in the religious advisor screen (F8?). There isn't a percentage of the population in any individual city that follows a particular religion. A religion is present there or it isn't, and aside from considering whether it's your state religion all temples are equally effective.

The manual is somewhat unreliable and out of date, so if in doubt I'd stick to the ingame documentation.

If you go to the global view, you can check the religious distribution, and it will give a visual comparison of how strongly each religion is practiced in each area. This will quickly let you see where each religion has spread.

It doesn't matter in any individual city which religion is dominant. What matters is which religion you've chosen as your state religion. If you're trying to determine which religion might spread more quickly across your civ, then checking this distribution screen could give you an idea of which is likely to become the dominant religion over a particular region. You'll still want to take into account that religions spread along trade routes, and not simply by which city is closest in direct-line distance.
