How big can a city be? how many regions can a city claims? did maximum radius exists or how max limits are counted ?

I've noticed that every zone within three tiles of the city centre can be added with just one claim, anything further away takes more than one.

There doesn't appear to be a hard cap. It's a puzzle to juggle the different amenities though

Yeah, I haven't run into a cap in my almost 300 hours. I usually stick to regions within a radius of 3 for efficiency, but sometimes spend an extra claim to get some further away if I have reason to, such as to grab a resource I need.

I think taking regions across water also costs extra.
