City state/Arabia bug

Hello has anyone encountered the bug when creating a map in the World builder via " create your custom map". The big is dealing with creating city states. I have a map with 12 civs and 6 city states. The map loads and I play the map. The problem is one city state always "generates" as Arabia. To better explain i will have the civ Arabia and it loads where I place it fine. But then after exploring I find all my city states and one is always replaced by an Arabia settler. The civ Arabia does not seem to control it and it never settles. I can capture it with out going to war with Arabia but other cubs treat me as if I conquered a city state. In all In will have 5 city states and a Arab settler that never settles. I can't seem to load previous maps I create with out the game crash which is also a problem . I have made 3 maps now and am very careful with start position and unit placement but it's the same every time. Have I discovered a new bug? The Arab city state settler...

Also please help lol
