City State trade route quest not working

I'm playing as Carthage and I built a road connecting a city (itself connected by the free harbour) to Hanoi for the trade route quest. The whole road has been built but the quest not complete. I built the roads in the city-state as well instead of letting them do it, if that makes a difference somehow.
