Hi all (first post)

I am curious on this subject, since, how will diplomatic functions work with these City States exactly? Can they take over land and...effectively become a Empire? They have their own armies by some info from E3... just wondering?

I think it would be a good idea for them to be an empire, although that would mean extra diplomacy and coding which otherwise would be unneeded.

I do think that City States should be considered more, and they said it themselves that there will be more City State integration. Back in CIV4 all city states were hostile and it made no sense as they appeared as barbarian, which is far from realism.

I'd like to see an option of playing as one of those city-states, with all the benefits and restrictions they have. I think it would be a fun variation to the game.

I'm pretty sure that City States won't be able to conquer other cities, but they will be able to purchase territory. On the other hand, we know that they'll be able to go to war, so they might be able to take over cities. Really, we need more information about them. Hopefully we'll learn a lot in E3.

I see city states essentially a OCC players.

If they Can conquer a city I see a few options
1. The city is destroyed
2. The City is Liberated to a 'real civ' Ally of the City-State
3. The City becomes a City-State of its own (at peace with the conquering City-State and at war with its former owner)

i don't see why they shouldn't be able to conquer cities, but they probably won't do it very often. i'm thinking maybe like how in civ 4 when your vassal conquers a city, it's placed under your control instead of under theirs. and chances are that city states will capitulate pretty easily.

My guess is that a City State will only go to war when:
a) attacked or
b) allied with a civilization.
In case b), a similar mechanic might apply where the ally gets any conquered cities.

However, there is case a) to consider... in that case, I'm hoping for "liberation" of the enemy cities as city-states.

yeah, most likely. if they were constantly at war, you might as well just call them barbarian tribes instead of city-states.

Well there are Militaristic ones... they might start making demands for tribute and declare war on you if you don't provide it.

that pretty much proves, at least in my mind, that they can somehow grow. maybe they won't be founding cities beyond their base, but they'll definitely be conquering them at some point.

If they were supporting me in my war I would expect them to hand the city over to me. If I was supporting them in their war or defending them, it would be nice to see them liberate the city to become a city-state. I'd be surprised though if that's the case. They said city-state could only be allied with one empire at a time, so it's likely that they will hand over captured cities to the empire or else keep them themselves (but not try to conquer more to become a full fledged empire).

This is a new mechanic, I'm betting there will be some balance issues and rebalancing done in subsequent patches and expansions.

From what I've heard:

They don't rush out to war
There are different types (Eg Militaristic)
If you ally with them, they will give you something in return (Eg Militaristic gives you warriors)
You may suffer a relation penalty with another Civ if you ally with a city state they were allied / were going to ally with

What indicates they can grow????

All indications is that they are a City-State, ie they are never more than 1 city, no founding and no conquering.

Any city they get should either be 'liberated' (to a Civilization or as a separate City-State) or destroyed

Militaristic city state means that if you ally with it it gives you a military bonus. It doesn't mean that the city state is aggressive and will go out conquering.

No but it might not be surprising... if city-states could actually make demands to stay at peace with you, not just demands to become your friend.

Thought Shafer said in some interview that they were always one city and couldn't get more.
That doesn't neccesarily have to mean they can't raze or liberate though.

I would imagine for example that Geneva will be a militaristic city state that allows swiss pikemen if you're its ally/protector. Whereas Singapore would be a mercantile city state that gives some kind of trade bonus if you're its ally/protector.

Agreed.

They have armies, and thier borders probably could get quite large from culture. But i don't think they are able to capture cities, maybe raise them.

Other than that i just don't know. I'd like to think you could see a few aggresive city states, sending out armies and messing up early civs, removing the need for barbs.
