City-States have better intel than I do (bug/feature?)

Howdy. In my current game as Japan, I'm on a medium-sized continent with three other city-states. After befriending one, the two others are asking me to get rid of another city-state, Rio de Janeiro.

Only one problem. I've explored all around my continent with a trireme and can not see Rio de Janeiro. So for most of my pre-Astronomy era, I have two city-states with quests that are impossible for me to complete. How can these city-states know where another city-state is where I can't?
 
I've had this as well. Other things that occur are resources that do not exist on your continent and even resources that don't exist in that game!

I don't think it's a bug, it's probably more of an oversight. Instead of city-states making requests based on X criteria, it picks its requests from a list.
 
This, and another thing that annoys me is that quests are FOREVER. If Dublin and tyre are your allies, and tyre wants dublin out, you are going to end the game without being able to complete that quest. (unless you decide conquering dublin is worth it, which it probably isn't.) Quests should expire eventually. This would be a nice addition.
 
IF the quest objectives are random and in most cases very difficult to complete then it makes good sence that their time span is infinite.I wont mind for the city states to change their greatest foe from time to time tho.
