City View in scenarios

When I play CIV III, I want to view a city from an ariel view in a scenario or custom scenario, the icon with the eye in the middle of it doesn't show up. Does this happen with anyone else's and is there a way to fix it?

This feature was removed from Conquests for any scenario that changes the rules. It's not just you. There is currently no way around it.

Oic, but even when I don't change the rules, I still don't get the ariel city view option. So this feature is removed for all scenarios?

It was removed from Conquests, for everybody.
