Civ 3 Complete Difficulty Problems (Multiplayer)

I have Civ 3 complete and build scenarios while putting the default level at monarch, but when we play multiplayer games the computer is obviously not playing up to this level. What can we do to fix this?

maybe u can edit levels? Like make the regent(defaut MP lvl) with same settings as monarch (9 production, and those stuffs)...
