civ 3 complete senario problems

I was just wondering why it is when I play a scenario in Civ3 complete that i can not look at my city view (the view that allows you to see your buildings) or improve my palace?

City view for non-epic games was removed in Conquests, largely because Firaxis lacked the resources to put in the artwork for all the new stuff. So it's not a problem, it's by design.
