Civ 3 Complete Steam Version not working

I just picked up Civ 3 on Steam, and it hasn't worked once on my computer. I get a message saying Font Loading Error, Error Code 13.

I would like to be able to play this game so I would appreciate if anyone has a fix for this (I've spent about an hour searching around the internet and none of the threads have been helpful).

Indeed I did. Didn't work.

after Steam fried my lap top , for not having a web connection so that it could rat on me , while stupidly trying to load Beyond Earth , fully paid , too .
