Civ 3 Conquest Downloads

I've downloaded the World War II and European Terrain downloads from the civ3.com site and it says to put it in the civ3 ptw root folder, but wherever I put it, I can never be able to load it up.

Can anyone tell me where exactly I must put these packs.

My game folder is C:\Games\Civilization III\

I would extract them (including subfolders) to:
C:\Games\Civilization III\Civ3PTW
