How/Where to Install Visual Studio 2010 Isolated Shell?

I've started playing Civ5 again and loaded it onto the new W11 computer. I created a nice map but can't get ModBuddy to load. It says it requires Visual Studio 2010 Isolated Shell. I've downloaded Visual Studio 2010 Isolated Shell Redistributable from the Microsoft website. There were three download choices so I took them all. They're sitting in my downloads folder.

Security Catalog file (cat)
Disk Image File (iso)
Text Document (txt).

I was expecting an application (exe) file that would just load itself. I'm not sure how or where to install one of these. Do I just put the cat file in a folder somewhere? Can anyone help?

The .iso file is a DVD image, double-click it and Windows will "mount it" and the .exe file will then be visible
