Civ 3 Conquests suddenly won't run

I've been playing Conquests without any problem for years and then suddenly yesterday it just won't load.
When I double click the icon it tells me to try logging in as the Administrator, except I already am and I am the only admin on my computer.
If I right click and use Run as Administrator it pops up a window asking if I want to allow this and I say yes, that window goes away but nothing happens.
The game just won't load.
I'm still running windows 7 64 bit with service pack 1 and I have direct X 11

Anyone have any ideas or fixes? I know its an old game but I enjoy it and its just confusing that a few weeks ago it worked just fine but now it won't

I ran civ3 fine in early Aug and it ran fine, then in early Sept it would not start. I then did a system restore to Aug 8, and worked fine. that night MS did a new update and would not work again. I tried to restore back to Aug 8 but system would not let me. I believe MS did something to the binkw32.dll file or something in permissions. anybody have any thoughts or fixes.
