Well, I give up then. I cannot think of any more city improvements that need something. The questions in this quiz are for Vanilla Civ 3. So just tell what improvement that is missing. I think I just about listed every single building so I’m wondering what I’m missing.

Palace - must not be the capital city
Any GW (or SW)- must not been already built

There are few that require techs in that list. Hint: also some of those have other requirements which require techs. I'm looking for small wonders that require no tech what so ever.
