Civ 4 3.19 patching issue

Hello. Ive tried using the ingame patcher. It downloads and says it needs to close to install, when it does that though nothing happens.

I then tried to download it online, however upon initialising the installer it comes up with "the setup has detected that no previous version of sid meier's 4 has been installed", which is obviously incorrect.

Any help is appreciated.

Installing the "Complete" collection from disc if it changes anything.
